Mr. Hough joined Carollo Engineers in 1986 and has extensive experience in the planning and design of wastewater treatment facilities with an emphasis on master planning and reclamation projects. He has managed multi-million dollar planning, design, and construction projects involving multi-faceted complex issues. Steve holds a MS in environmental engineering and a BS in civil engineering from the University of California.
