Mr. Elliott joined Caroll Engineers in 2001 and has extensive experience in environmental engineering including planning, preliminary design, detailed design, and construction phase services for water and wastewater treatment and conveyance facilities. Larry holds a MS and a BS in civil engineering from the University of Missouri at Rolla.
