Mr. Fraser joined Carollo Engineers in 1986 and has extensive experience in the planning and design of water and wastewater treatment, and water reuse facilities, incorporating state-of-the-art treatment systems. John holds a MS in environmental engineering from the University of Illinois and a BS in civil engineering from California State Polytechnic University.
