David C. Sobeck, P.E. - Phoenix, AZ - During his nine years with Carollo, Mr. Sobeck has managed the design and construction management of numerous water and wastewater treatment plants, and has been involved in integrated water resource master planning, water reuse, and permit acquisition projects for various clients throughout Arizona. Mr. Sobeck is active in professional associations including the Water Environment Federation (WEF), American Water Works Association (AWWA), and the Arizona Water Association (AZWater). He has previously served on the Board of Directors for AZWater as the Wastewater Director and also served as Chair for the Young Professionals Committee. In 2004, Mr. Sobeck was honored as the Young Engineer of the Year by AWPCA. Mr. Sobeck received his Bachelors and Masters Degrees in Civil and Environmental Engineering from Bucknell University.
Lydia A. Holmes, P.E. - Walnut Creek, CA - Ms. Holmes’s areas of expertise include planning, permitting, sustainability, and natural treatment systems. Her experience ranges from planning conventional treatment systems, to the use of natural systems to minimize costs and the impacts of new infrastructure. Increasingly, Ms. Holmes’ work applies sustainability concepts, such as using greenhouse gas emissions, to evaluate alternatives and incorporate low impact development concepts to produce long-term, economically viable treatment solutions. She is a graduate of the University of California, Davis, with a Bachelors Degree in Civil Engineering and Masters Degree in Environmental Engineering.
Scott P. Hoff, P.E. - Dallas, TX - Mr. Hoff has 15 years of experience in public works engineering focusing primarily on wastewater facilities, including preliminary and detailed design, construction services, plant and system hydraulics, water transmission and storage, and wastewater reclamation. He has completed projects for Dallas Water Utilities, North Texas Municipal Water District, and the City of Garland in Texas, as well as several projects in Ohio, Florida, Arizona, and Mississippi. He holds a degree in Civil and Environmental Engineering from the University of Cincinnati, Ohio.
Lyle D. Munce, P.E. - Palm Beach, FL - Mr. Munce has 23 years of environmental and civil engineering experience with an emphasis on municipal water systems. He has served as client manager, project manager, project engineer, quality control coordinator, technical reviewer, and construction manager for numerous multi-disciplinary water related projects ranging in size from 1 mgd to over 100 mgd. “We are very pleased to welcome our newest Partners who have each distinguished themselves through their commitment to client service and dedication to Carollo’s success,” says Gary Deis, Carollo’s CEO. “They embody the skills and integrity that set Carollo apart from other firms, and we congratulate them on their new role within our firm.”
