Joined the firm in 2001 and is the manager of Carollo’s Pasadena, California office. He has 32 years of experience in the planning, design and construction of water and wastewater facilities. He has developed and implemented integrated water management programs involving conjunctive use of surface and groundwater supplies, water conservation programs, water transfers, drought contingency planning and demand-side management. David holds a MS in civil engineering from Loyola Marymount University, Los Angeles and a BS in civil engineering from Loyola University of Los Angeles.
