Our projects cover every aspect of water and wastewater control systems: telemetry, SCADA, distributed control systems (DCSs), PLC systems, PC-based computer systems, operator interface software, local area networks, information management systems, and the full range of physical and analytical instruments. Our clients have ranged from small municipalities to some of the largest utilities in the country. We have designed treatment plants ranging in size from less than 1 mgd to more than 600 mgd.

Carollo’s outstanding team of programmers and control system engineers is experienced in implementing the full range of control, SCADA, and information system technologies. We can deliver comprehensive solutions, from planning through design and complete implementation, including:

  • Excellent project management capabilities for all SCADA project phases.
  • Configuration expertise in all SCADA HMI programming packages and local operator interface displays.
  • Extensive programming experience with all of the major PLC products.
  • Programming in high-level languages, such as MS Visual Basic.
  • Many years of experience setting up Ethernet local-area networks (LANs), fiber optic systems, and wide-area networks (WANs).
  • Experience with implementation of radio systems, including licensed VHF, UHF, 900MHz MAS, and microwave, as well as unlicensed ISM and UNII spread-spectrum technologies.
  • Ability to troubleshoot systems and fix hardware or software problems.
  • Extensive experience cutting over from old to new systems with minimal operational disruption.
On most of Carollo’s programming projects, we provide some or all of the computer and PLC hardware. We can also supply complete control panels for a project. Carollo has discount purchasing arrangements with many of the major PLC vendors.

After the PLC programming and HMI configuration has been completed, the critical steps of testing, training, startup, commissioning, and documentation must be effectively completed for a successful SCADA project. Often, these tasks are the most challenging, particularly with a low-bid contractor.

Carollo provides thorough testing of our systems in the shop and in the field on every project. We develop comprehensive test procedures and perform thorough testing in the office to make sure we are ready for a trouble-free startup when we go to the field.

Carollo has commissioned all of the systems we have programmed, usually in cooperation with a construction contractor that is building the facility for which we are providing the SCADA system. All of our programmers also serve as startup engineers, actively working with the other startup personnel to plan the startup, perform the tests, solve problems, and startup the equipment, processes, and controls.

Our experience and "can do" attitude significantly streamlines startup activities related to the control system and minimizes hassles during this critical project activity. We know that operator training and SCADA system operations and maintenance (O&M) documentation are critical to a successful project. At Carollo, we pride ourselves in effective, thorough training and complete, useful, and clear O&M documentation.

Carollo provides panel designs, loop drawings, control schematics, and other wiring design services for our clients. These are used by panel shops and electrical contractors to construct the hardware infrastructure for the control systems we design.

With a staff of more than 50 electrical and instrumentation engineers and designers, we can handle even the largest projects. We understand that providing our clients with clear and complete wiring documentation is essential for SCADA/control system maintenance and longevity.

Carollo is a licensed electrical contractor in California and can obtain project performance bonds and meet other contracting requirements. We have established relationships with several electrical contractors and can perform the procurement and installation work required for our clients' SCADA projects.

Advanced automation and process optimization have become increasingly important parts of our firm’s services. Recent projects have increasingly focused on greater levels of automation for enhanced operational efficiency, process control standardization, and unattended operation. Utilities are also increasingly integrating control systems data with utility information management systems, including computerized maintenance management systems (CMMS), laboratory information management systems (LIMS), geographic information systems (GIS), hydraulic modeling programs, etc.

Carollo is a leader in the application of distributed control and SCADA systems to improve operational efficiency. We achieve this by optimizing the operator’s interaction with the process and reducing chemical and energy use. Carollo’s licensed, experienced operators work with programmers and control engineers to develop practical approaches to advanced process automation.

Our experience with computerized SCADA/telemetry for water, sewer, and storm drain systems spans more than 25 years. We have completed over 40 water and wastewater SCADA telemetry planning, design, and implementation projects in the past 10 years, including projects tailored to water and wastewater transmission systems ranging from less than 10 mgd to more than 300 mgd in capacity.

Our experience with SCADA and telemetry systems includes radio, telephone, hardwire, and microwave systems handling from 5 to 235 remote facilities. Our radio experience includes conventional licensed radio systems and unlicensed spread-spectrum systems, including Ethernet radio systems. Central station computers range from personal computers to minicomputers and workstations, and associated information management networks. We have designed large-scale systems with over 10,000 (physical and software) data and control point capacity.
