Under California's 2009 Recycled Water Policy, salt and nutrient management plans (SNMP) are mandated for every basin or sub-basin in California by May 2014. These provisions are now showing up in discharger's permits, and we are starting to see SNMP RFPs hitting the street.

Ultimately, SNMPs will provide a basin-wide approach to groundwater quality protection for public health and other uses. While this is a new service, our competitors have not done these before either, as only a few SNMPs are underway in the state.
