Partnering Enhances Construction in Monterey

Carollo provided third-party construction management services for the Salinas Valley Reclamation Project for the Monterey Regional Water Pollution Control Agency (MRWPCA) in Monterey, California. This unique project supplies food crop growers with as much as 30 mgd of reclaimed water for irrigation use. The project consisted of a full California Title 22 unrestricted use reclamation facility; an irrigation water storage basin; a two-mile, 31-inch irrigation water supply pipeline; a 30-mgd reclaimed water pump station containing three 10-mgd submersible pumps; and a 40-mgd backwash pump station containing two 20-mgd vertical turbine pumps. The project also involved two pipeline river crossings constructed using the directional drilling method.
A Team Approach
Carollo’s construction management team worked closely with the MRWPCA staff and utilized an MRWPCA inspector as part of the team. Through formal partnering sessions and quarterly partnering updates, our construction management team maintained excellent communications with MRWPCA, the contractor, crop growers, and regulatory agencies. Weekly meetings held with all major stakeholders helped to maintain communication and coordinate activities. Frequent communications with the existing wastewater treatment plant staff, such as our weekly “coffee klatch” group with operators, enhanced coordination with the operations staff.
State-of-the-Art Document Handling
The construction management staff used state-of-the-art equipment and software to track and store documents, including using Expedition software for document logging and tracking. In addition, the team scanned and stored all documents (except submittals) electronically using Waterworks software. Waterworks provided an efficient system for scanning, filing, and retrieving documents. A key advantage of using Waterworks over custom-prepared proprietary software was that it could be purchased from software dealers for a minimal cost. In addition, Waterworks can be learned within a few hours.

Monterey’s new reclamation plant serves 12 communities in northern Monterey County.
