Carollo Engineers
provided the predesign, design, construction and start-up services for
the expansion and upgrade of the Peoria, Arizona, Wastewater Treatment
Plant. The existing plant treated 0.30 mgd and the expansion raised
the treatment capacity to 3 mgd, with future expansion capacity to 16
mgd. For this $10 million project, Carollo designed and installed the
first medium-pressure ultraviolet (UV) disinfection system in a municipal
facility in the State of Arizona. (The system is not only effective in
eliminating unhealthful organisms in wastewater, but the use of a medium-pressure
system, versus a low-pressure system, requires fewer UV lamps to clean
and maintain.) Carollo also designed and installed a multi-stage aeration
basin system to maximize the efficiency and safety of the plant’s treatment
processes.
The operation
of the plant is monitored using a distributed control system that ties
into Peoria’s SCADA system, allowing the monitoring of the plan from remote
locations, if necessary. The proximity of the treatment plan to nearby
retirement communities also required extensive odor and noise control
design elements. All process units are covered to reduce noise and the
air is scrubbed using an odor control unit. Process tankage is ground-set
to minimize any negative impact to the communities and maximize operator
access.
